November 2023 General Election

Election Day: 6:30 a.m.-7:30 p.m., Tuesday, November 7

Whitehall voters have plenty of local issues and candidates to consider with the November 2023 General Election, including the positions of Mayor, City Treasurer, multiple Whitehall City Council and Whitehall City School Board positions as well various issues for proposed City Charter amendments.

Section 41(a), Auditor Qualifications
General Purpose: To add qualifications to the role of City Auditor
Current: Qualifications include residency
Proposed Amendment(s): To add the following required qualifications:

  • Have a bachelor's degree in accounting or finance from a post-secondary educational institution accredited by a recognized accrediting agency or entity; or,
  • Have a bachelor's degree in a field other than accounting or finance from a post-secondary educational institution accredited by a recognized accrediting agency or entity and three (3) years of experience in accounting, auditing, budgeting, or financial management, in one or more positions in government, primary or secondary schools, or higher education; or, at least a supervisory level position in the private sector involving accounting, auditing, budgeting, or financial management; or,
  • Have an associate's degree in accounting or finance from a post-secondary educational institution accredited by a recognized accrediting agency or entity and five (5) years of experience in accounting, auditing, budgeting, or financial management, in one or more positions in government, primary or secondary schools, or higher education: or, at least a supervisory level position in the private sector involving accounting, auditing, budgeting, or financial management: or,
  • Have at least ten (10) years of experience in accounting, auditing, budgeting, or financial management, in one or more positions in government, primary or secondary schools, or higher education: or, at least a supervisory level position in the private sector involving accounting, auditing, budgeting, or financial management: or,        
  • Is a certified public accountant: or
  • Hold a certificate as a qualified government finance officer or comparable title issued by a recognized, reputable, national or state certifying organization.

Section 44, Auditor Plan of Succession
General Purpose: To add qualification requirements to the successor of the Auditor
Current: Successor to the Auditor qualifications currently include residency
Proposed Amendment(s): If the Auditor dies, resigns, is removed, recalled by the electors, or moves from the City during the term of their office, the successor in office shall be appointed by Council to serve until the first day of January following the next regular municipal election and possess the qualifications of Section 41 (a). (See Issue #24 for full list).

Section 60(a) Parks and Recreation Commission
Purpose: To amend how members members of the Whitehall community are appointed to the Parks and Recreation Commission
Current: Two members appointed by the Mayor, three by Whitehall City Council and two by the Whitehall Board of Education
Proposed Amendment(s): There shall be a Parks and Recreation Commission which shall consist of seven members who shall serve for a term of three years or until their successors have been appointed. Three (3) of such members shall be appointed by the Mayor, and three (3) members shall be appointed by majority vote of Council. The other member of the Commission shall be appointed by the Mayor on the recommendation of the Whitehall Board of Education however, if no such recommendation is made within thirty days from the request. such appointment shall be made by the Mayor.

Section 62(b) Expenditures brought before the Board of Control
Purpose: To increase the threshold for expenditures that require Board of Control approval/denial.
Current: Board of Control is brought expenditures above $1,000 for review and approval/denial.
Proposed Amendment(s): Increase threshold from $1,000 to $36,000 for expenditures, contracts or orders brought to Board of Control for approval/denial.

Section 63(a) Mayor’s powers over small purchases 
Purpose: To increase the threshold for purchases and contracts the Mayor may execute without Board of Control approval
Current: Mayor must seek Board of Control approval for expenditures above $1,000  
Proposed Amendment(s): To provide the power of the Mayor on small purchases to authorize expenditures, contracts, or orders not in excess of $36,000 without the approval of the Board of Control.
